I am gaining weight recently my period is irregular too.. how to loose weight, I want to reduce my tummy mainly. What to do?

Hi. My father is having severe problems with bloating of belly. He is consuming small amounts of food but still the water retention is not reducing.He is finding difficulty in moving around with obese stomach. He can't even sit down properly due to this condition. This issue is deterioating day by day. Can someone help me with which doctor should I consult.
