Yes it can  an early stage of osteoarthritis. Get an X ray done. Start cycling and knee exercise from a physiotherapy doctor to improve your condition. Painkiller will just relieve u from pain and not the cause. Therefore exercise will avoid further worsening of your condition.

This type of pain may be caused by some local sprain around meniscus in knee.. Did you had any injury or jerk over right knee.. Arthritic changes doesnt usually appear at such an early age.
Next Steps
You may start with hot fomentation,  take analgesic tablet and apply analgesic ointment locally, use a knee cap for support. If pain doesnt settle down, you may get one x ray of knee joint.. or if anything is doubtful, better to get MRI of knee joint..
Health Tips
Avoid heavy work,  avoid sitting down,  avoid Indian toilet,  avoid stair climbing and descending..
