Due to compression the back the neck got swollen, it can be redyce by applying hot pack twice a day. If applied diclofenac ointment before hot pack will be very helpfull in relieving pain as well. Later after reducing of pain start with neck and shoulder exercises. Same apply hot pack at lower back for back pain issue. If possible take an xray of cervical spine to confirm if there is any issue with nerve or discs located in neck.

Don't worry firstly you have to reduce swelling by applying contrast bath ( both ice and cold pack application).
Next Steps
start doing some normal neck movement in pain free range and also do assisted  shoulder movement in pain free range.
Health Tips
movement helps to improve blood circulation,so that swelling and pain also subsides.

It might b due to trapezius muscle spasm (protective phenomenon- to avoid further injury) Ask her to apply ice Movements at neck and shoulder are encouraged As she is unable to lift her left hand, ask her to take assistance from her right hand and ask her to clasp her fingers and then ask her to do slowly overhead shoulder movements Is she diabetic ? Better if you consult a physio nearby So that ROM can be thoroughly assessed Accordingly Initially pain management follows Mobilisation/manipulation techniques can b planned
Next Steps
