I am having a small lump under the right chin and a mouth ulcer in the right side of the mouth.

Are you a smoker or chew tobacco?? Usually the swelling under chin is due to a lymph node enlargement due to some infection in the mouth or throat You need to be checked up properly. Please visit a doctor as soon as possible.
