if child is not gaining proper weight you need to consult your doctor to rule out the cause and most of the time it could be because of nutritional deficiencies like nutritional anemia and some  other factors like malabsorption any chronic disease like congenital heart disease or  some chronic infection specially urine infection or worm infestation  should be checked if required .

I think here there is a weighing scale problem. Metric based weighing scale are best as compared to one with a clock based weighing scale. If weighing scales are different, then mild variation is common not this much high difference. Also while weighing don't rush. Put the child at centre. Wait till baby steadies itself, can use a toy to distract the child. If the child is getting heavier, passing urine more than 6 times in 24 hours, then don't panic it is just weighing scale problem.
