White coating in penis and redness.

I have white coating in penis and also redness. There is inflammation as well. I consulted dermatologist, he said it is fungal infection and advised me two weeks of antifungal tablet along with to apply fungicross cream and terbicip spray. There was not much improvement, again I consulted this time he advised me to apply for cornmuzik cream which is steroid plus antibacterial along with take antiallergic tablet (wysolone) for a week but again there is no improvement. He suggested I must consult urologist as there could be infection, so I did consult urologist with a urine culture which was negative.Urologist said there is no problem, it could be allergies or fungal. Please consult dermatologist, I am not sure how to proceed further as the white coating, redness and inflammation continues. I am suffering from May 24 and don't how long more ? My entire marital and family life has become worst. Is it not curable, I read some online article and started drinkin apple cider vinegar to tackle
