throat pain or itching may start even due to dust pollution etc...
cover yourself well wen you go out...
you can do salt water gargling...
drink warm water...
consult a physician if problem persists

The condition you are facing could well be a problem of nose but symptom manifesting in throat... You are most probably suffering from Chronic Sinusitis wherein you may have no symptoms in nose but infected mucus is exiting your sinuses into nose & from there moving to throat due to a structural variation of your nasal anatomy called a deviated nasal septum causing the Secondary Pharyngitis there.
