Throat mucus can be due to sinusitis . Typically you might be having constant clearing of the throat... you can take saline nasal spray thrice daily for 2 months clear the sinus.. you can add steroid nasal sprays after confirming the diagnosis with an ENT specialist .

If you have any breathing problem you should meet a pulmonologist because phlegm can be produced from lungs also
