From your history it seems that you might have nasal allergy caused by dust/pollens/smoke. If the breathing difficulty aggravates after physical exertion and there is whistling sound specifically during expiration, there might be asthma as well. Chest pain might be from extra load of work of breathing by your chest muscles. If the breathing difficulty is purely nasal then it might either be from nasal congestion or deviated nasal septum or there might be any mass or polyp in the nasal cavity.
Next Steps
Must be checked by an ENT specialist
Health Tips
Please use mask while going outside, keep away from dust and smoke. Nasal irrigation with saline water and anti-allergic medication might help.
