My 3 year old son throws severe tantrums. Before the birth of our 3 month infant daughter, we didn't say firm no to him. Now he throws a lot of tantrums. He even tries hitting the infant. How do we handle tantrums?

It's never too late. Children look up to parents for setting limits. You must start immediately communicating unacceptability of his improper behaviour EVERY time he shows up the same. Do it consistently, they eventually learn to inhibit to NO . You may also use extinction instead of any other kind of punishment if he is not inhibiting ( https://youaremom.com/parenting/learn-how-to-be-a-mom/behavior/extinction-technique/). Also reward him when he behaves good. Involve him in small tasks of younger siblings care. Do not increase their distance .
