Small patches of black skin over face

Asked for Female, 52 Years

2 Years back I had a cluster of small black patches forming on my right cheek, I have consulted a Doctor and was suggested Anti fungal cream. It worked for a mere 3 months and later the patches have been spreading all over my face. The previous doctor whom I consulted hasn't given me a plausible answer and says it is because of water change. Please help me!!
