Small itchy bubbles on calf skin

Asked for Female, 27 Years

Having small bubbles kind of pimples/bumps on calf skin (only on legs), doctor suggested it might be Eczema (prescribed HHSone cream for that) & also applying body butter but it does not seem to cure, rather it got worse & spread over another side of the leg with hardened skin & lots of itchyness
