Skin- Dry dull pigmented face

Hi Dr. I have hyper pigmentation and my face looks really dull. I have a few fine lines on my forehead and around the mouth. However its not so severe. I am only 23 years old, would you recommend to start using vitamin C ( L-ascirbic )serum as its mainly for anti ageing? If yes can you please suggest a few?
