My mom is 50 years old,she usually gets shoulder pain,but from past one month the pain has increased for both the hands,she is not able to lift the hand sometimes.

Is she diabetic? Assessment of neck and shoulders along with other movements, sensations in hand etc are checked. Necessary blood test and x rays would be done. Then it would be appropriate to come to a conclusion.

Your mom may be suffering from frozen shoulder, arthritis, PMR, neuropathy etc. Without proper history, examination and relevant investigations diagnosis would be difficult.
