Diabetes is an immunocompromising disease, that it impairs body's ability to fight off the infection or any other disease.
And the situation further worsens if the patient is not having strict glycemic control ( not having normal blood glucose level).
And a minute trauma can cause severe complication.
You mentioned a black dot, you have not posted any picture but to be on safer side I would like to tell you that may be the blood supply of that area has started to become compromised and you need to act fast.
Take consultation and be dilligent the advice.

Kindly get your mother checked up at a healthcare facility urgently. It is most likely an infection of the nail bed (underside of the nail). Serious complications such as gangrene of the fingers/toes are very common in diabetics and may follow even a minor trauma, which may require amputation(removal) of the diseased body parts.
Next Steps
1. Apply Betadine (POVIDONE IODINE) ointment at the finger for the time being.
2. Get her checked out at a healthcare facility urgently.
