Shoulder pain could be because of many reasons..... It could be bursitis, rotator cuff tear, impingement syndrome, tendinitis, arthritis or frozen shoulder.... In order to differentiate she needs thorough evaluation by a shoulder specialist... Common for this age and diabetic history is frozen shoulder which may take months to recover.... Exercises are must... Visit your nearest orthopaedic consultant or a physio near your area....

As she is diabetic ,she might be developing stiff shoulder as its common in diabetics or Rotator cuff impingment. So her blood glucose levels should be monitered by a Physician and Physiotherapy to shoulder is must to reduce pain and maintain range of motion of shoulder.
