Please approach a General Surgeon in your area. At present the first job is to clean the wound, give it dressing and make it free from infection. Once the wound is healthy let it heal from its base. The nail will fall off spontaneously (if it is not viable). Or else it may be a part of your hands permanently.

If it has broken due to trauma just wait and watch with time it will grow back and the broken portion will fall. If you have pain then you can use so pain killers.
