I m having a fair complication below my neck region but mujhe face and hands are blacked
I feel so awkard
Can it be regained by consulting dermatologist?
I have dry sensetive skin
I usually go to sun
I don't apply sunscreen as I have sensetive skin so i don't know what to appply

Sunscreen is a must for everyone . U go out in sun or not doesn't matter ; sunscreen is must. Keep skin moisturise. There are many reasons for pigmentation.
