Food rejection is common at this age. From 1-2 years, milk and water combined should be only 400-700ml per day. Offer milk/water after meals only. Follow a schedule and feed the child at certain specific times. From morning to night, adhere to the schedule including bath, play time, nap time etc. Don't reward your child with snacks. She is eating enough You need to reduce the milk intake for the baby's appetite to improve.

1 to 4 years are fussy, that is they eat certain food and keep on eating that and avoid other food. So not to worry too much, just a phase. Decrease milk intake, maximum 300ml.
