My skin has got black near my eyes (not down but on the side of the eye) And my cheeks is getting red a lot and getting these small small spots 'cause of too much heat and its gets itchy too.

You must have used steroid based cream in the past for developing itching over the face. In that case you have to see a dermatologist for further evaluation and management. Till then use sunscreens every day and apply calamine lotion.
