Yes it is diaper rash. You can stop using disposable diapers for a few days and instead use cloth ones. After urination or potty, wash the area with plain water, pat dry ( don't rub to dry) and leave the area exposed to air for some time for complete drying. After that you may apply a thin layer of coconut oil or a rash free ointment. If the weather is warm in your area, you can keep the diaper area exposed to air drying for longer duration as it is the retained moisture which exacerbates the rash
