I think I have flat warts

Asked for Male, 24 Years

I noticed something weird on penis shaft couple days ago. It is a small smooth waxy circle on shaft. It is not a growth. It is very smooth when I touch it. At first I thought it was just irritation but now it is still there. I applied vinegar on it for 10 min and it turned a little bit white. Could it be flat hpv warts? Or something else? I uploaded 3 pictures of it. Thank you so much for the help
