Hello. Thanks for attaching the pics for reference. From the pics it seems to be dry skin patch. Such localized dryness can occur as a results for dry skin and sun exposure. Use a good moisturiser containing only liquid paraffin or white soft paraffin 2 to 3 times a day. Before going outside you should wear full sleeves shirt and sunscreen over the arms, hands. Avoid soap over the face and do not do scrubbing while having bath.
