Eyelid is swollen and red

Asked for Female, 1 Years

My child woke up with a swollen eyelid and it's red all on top of the eyelid. Her eye can only open half way. She has had diarrhea today and has been sleeping a lot. No appetite at all. And 2 weeks ago she just finished medication for a skin infection. What to do? Take her to the ER?
