Every winter one of my eyes (eyelid and undereye area) gets very strange. I get skin colored bumps under the eyes sometimes, and my eyelids always get dry, itchy and swollen, and gets way worse if I rub them. There are also little scaly bumps on the swollen eyelids sometimes. I put vaseline on them to stop the itch, but it still looks quite swollen. They will go away for some time usually, and then come back again, continuously for around 1-2 months in the winter seasons. It just started again.
