Dry skin Face to toe

Extremely dry skin for both my twins . Please suggest a lotion and soap for them have tried almost all baby soaps ( teddibar,dove,etc) and lotion ( atogla,pigeon, chicooetc.) either theg get dark patches over dere neck, knees or makes even more dry
