Discoloration of toe nails

Asked for Male, 27 Years

I had a surgery due to overgrown toe nails 2-3 years back.. after that day have never seen a fully grown toe nail.. it's always discolored, very brittle and smells bad too. A friend suggested it could be toe nail fungus, I just want to confirm or clarify.
