Mother milk not coming, formula is Costly, is it Okay to give cow milk , nicely boiled to 20 days new born

Still 20 days is too early to start top feeds, can continue breastfeeding trial. Clear the issues related to Breastfeeding by taking an opinion. Better would be buffalo as compared to cow. Use pasturised milk only. Not to take directly available from local milkmaid. Not to add water to it. Top milk to be given with bowl and spoon. Not bottle feeding.
