My observation for your issues are following - 1) You have almost 10 kg excess weight. (Balanced diet required) 2) Concerned for rice,  "Basmati " just a variety of rice .Which have different texture and fragrance and nothing to do with calories and nutritional factors.In our country, more than 2000 variety of rice available. As far as "whiteness" ia concerned ,it is highly processed and polished. 3) As,you have " Hypertension " issue ,so " Brown" Rice is better than white rice in part because brown rice is a significantly better sources of mineral,pottasium and magnisium. ( Brown rice good for blood pressure control)

White basmati rice is a highly processed  form in the sense its calories  and carbohydrates  are almost equal to any processed  cereals  & vitamins  and minerals  are almost nill are very low therefore  not a very  healthy  choice .
