From the information you have mentioned I can conclude these are 2 separate pains. The pain in the neck and surrounding muscles is called Trapezitis. The trapezius muscles are tired and cramped up because of overuse of those muscles. Now a days people spend atleast 15 hours in a day in forward head posture, the trapezius moves out of its position along with the neck. Since trapezius muscles is not in its normal position it has to exert more effort to do even short task, it is constantly overworked and very little rest it gets. This gets aggravated if you are using a thick pillow while sleeping because again the neck is in forward neck posture.
The pain in the scapular region is because at times some fibres of serratous anterior muscles get pinched under the scapula ( happens as a result of faulty scapular mechanics). You just have to relieve it and heal the strained muscle.

Neck: Take Shortwave diathermy and ultrasonic therapy. Around 10th day of therapy you might require some cervical traction to recorrect your spinal alignment
Scapular region: take scapular mobilisation and relive the muscle. Take faradic stimulation and ultrasonic therapy to heal the muscle fast.
( start exercises only after the pain drops by 50% in both cases)

It may caused due to frequent use of neck flexion (forward bending) position/using hight pillows/bad posture

do strengthening exetcises to your neck extensors
do static and free neck exercises
hot water formentation for daily 3times
consult near by qualified physiotherapust
