White spots on face. Fading nor going!

My 2 year daughter started having white spots on her face. Earlier there was only one spot which supposed to fade by itself after some time and come back at same place after few months. But from last two months she started having white spots like the girl in the attached pic. The are not that dark and large but still there are few spots on both sides. When this problem started she had only two on both sodee of face but now i guess they are increasing in numbers. There is no redness or itching. We are using the same product which my daughter is using since birth and there is like no sun exposure. Please suggesst me what to do andd (what could be the possible reason for this. Oi am applying coconut oild and alovera gel but thos time spots niether fading nor going
