White rashe and itching in my penis head

Asked for Male, 33 Years

I have white rashes and itching on my penis forehead since last one year. I have consult with a dermatologist but the problem is still persist. Penis inner skin is became reddish where itching is going on mostly. Moreover my penis skin was opened properly but the same is not opening during erection since the problem was arise.
