Doctor my cousin's anti rabies vaccination schedule is Day 0 3 7 28 from government hospital he took his 3 vaccine and last 4th day 28 vaccine is due on 12th July but today again a street dog scratch him with minor little bleeding so should again he have to Re-start anti rabies vaccine from day 0 or he have to take any additional dose of vaccine due to this new exposure.

No there is no need of getting vaccine again.
Previous vaccine will be suffice.
I hope he have had One Rabies human immunoglobulin booster dose also.
If he doesn't had then it's better to have the same ASAP or maximum Within 7 days of fresh bite.
