Weird spot on leg

Asked for Male, 4 Years

About two years ago my son fell while running outside and scraped his leg. It healed fine but now in the same spot he has a sort of rash that has been there since it healed 2 years ago that is spreading. It is sometimes itchy for him and will become inflamed. I've been told it is scary tissue, and I've been told it is eczema. We tried everything to make it go away or to soothe it.
