Were those doctors dermatologists? Urticaria is an abnormal immune response where you develop allergies to pollen to dust to infections to even foods. The treatment takes time. It is very difficult to get rid off but it can be controlled with proper guidance. So Visit a dermatologist. Steroids aren't the only treatment.
