This is concerning and should not be ignored.
A sudden episode where she:
Forgot where she was going
Forgot her children and surroundings
Recovered after a few minutes
could be a TIA (Transient Ischemic Attack/"mini-stroke"), a stroke warning sign. Tingling of the tongue and unusual sensations in the arms/shoulders can also be neurological symptoms.
Other possibilities include:
Seizure
Migraine with neurological symptoms
Low blood sugarVitamin B12 deficiency or severe anemia (especially with craving raw rice, called pica)
Less commonly, memory disorders
Because the symptoms were sudden and temporary, she needs urgent medical evaluation, even if she feels normal now.
Recommended tests:
Blood pressure check
Blood sugar
CBC (anemia)
Vitamin B12 and iron studies
ECG
Brain imaging (CT/MRI)
Neurologist consultation
If this happens again, or if she develops weakness, facial drooping, speech difficulty, confusion, vision changes, or severe headache, go to the emergency department immediately.
Short patient advice:
"A sudden temporary loss of memory lasting a few minutes can be a TIA (mini-stroke) or another neurological event. Even if she is back to normal, she should be evaluated by a doctor/neurologist as soon as possible."

You should have mentioned your mother's age.
If she is in her menopause state it's natural to get grey hair and wrinkles as her natural female hormones are lacking.
Regarding tingling and upper limb radiating warmth , it could be many reasons like
1. Vitamin B 12 deficiency
2. TIA / stroke
3. Cervical spondylosis
4. Alzheimer's / parkinsons etc......
