Undying Rash in 8 years old

Asked for Female, 8 Years

A skin rash has developed above the ankle and beside the knuckle region of the hand(started 2YEARS ago,flares every summer and during weather change).Consistent itching and EXTREME irritability.Homeopathy and lots of other medication tried.Nothing but temporary relief(Fades to a dull itch,flares back after a week or so,plus homeopathy caused blackening and drying of skin)Picture of ankle region attached.Help highly appreciated.
