Hello, the child has been on the lower side of the bar since the birth. Ideally at her age, according to RDA should be around 25 kg. Weight gain these days has become as difficult as weight loss, but as we know nothing is impossible with a proper diet and a healthy lifestyle. Let the gain in the weight be through healthy natural sources rather than through medication. You would have to try increasing her appetite, how we do that is, by increasing the amount of food she eats each time. When ever she eats, she must eat an energy dense meal, that comes from food rich in all the 3 nutrients, carbohydrates, proteins, and fats.
