Keratosis Polaris is the disorder of keratin protein plugged at the opening of hair follicle. It’s chronic condition and would take time to get it under control. Topical moisturiser and keratolytic like salicylic acid would help in reducing sandpaper like appearance. Some times oral and topical retinoids can be added in regimen!
