We can better opine if you post opg (full mouth x ray) of baby.  if child get conditioned to dental treatment and is manageable with behavior management might escape GA procedure but number of visits to clinic will b more.

It is safe only if all the instructions given by the Anesthetist and Dentist are completely followed. It is a regular way of treating non-cooperative patients. As long as the patient is medically fit for the procedure, (which will be assessed by the doctors) it is a safe.
