Either you can get a full mouth denture . Or removable partial denture or implant supported dentures. Implant supported dentures are pricey but they worth.

According to the prescription, he has a lot of teeth that are missing and a lot of teeth that are damaged beyond repair. That is why your father is having difficulty in chewing.
The doctor has advised to get the remaining damaged teeth to be removed so a complete new full set of teeth can be replaced to help in restoring his chewing function.
This can either be done with
1) Removable option - upper and lower complete denture, it's cheaper than the rest of the options, it takes a while to get used to dentures in the mouth, may require replacement after 5 yrs
2) Semi-fixed option - implant supported overdenture - where 2/4 implants are placed to support the denture, the dentures are removed by the patient for cleaning and maintenance purposes. Cheaper than fully fixed option, helps in retention of the dentures ( patient doesn't get the feeling that the dentures may fall off while talking or eating), dentures may need replacement after 5 yrs
3) Fixed option -full mouth implant supported prosthesis -8/12 implants are placed on which teeth are fixed by the dentist and can't be removed by the patient . Expensive, patients can eat almost all of the foods that he eats with eat, yearly follow up visit with the dentist for maintenance

Both are a good choice but implant supported will be a fixed option
