Toe Bleeding, Tissue at Nail Bed?

For the past few weeks the toenail of my right foot of my big toe was yellow and not growing. A few days ago, the left side base of the toenail started bleeding a bit until two days ago when it started bleeding a lot. Now there is a small bright red welt or tissue (?) on the left base of the toenail. What is this exactly?
