Tight foreskin
My son, who is nearly 12, still cannot pull his foreskin back. He has no problems with it and has had no infections. Do we need to worry?

If the kids is having puberty changes then this can cause problems  when he has any erection, show to your pediatrician, application of steroid cream may help in getting the foreskin back without the need of surgeon
