Swelling on penis fore skin and itching

Asked for Male, 30 Years

Hello I am facing this problem since last 2 months I have itching all over my body with redness and body rash. Since last month I got boil like pigments on my upper penis skin and testicals which have reduced however the skin became saggy and has swollen up. I am not sure how and where to go. Please help.
