Hi,
Most sunscreens available are good. More than the brand what you should look for is a broad spectrum one which will provide you with both UVA and UVB coverage. An spf of 15 and above is good. Also look for water resistant properties.
The sunscreen should always be applied 20 mins before one steps out and every 3 to 4 hours thereafter.
As far as dryness is concerned find out the cause and get it treated by a dermatologist. Thereafter go for treatments.

change your cleanser to a mild one. use a good moisturiser daily at night. sunscreen during the day. drink adequate water. include more fruits and salads in your diet and also liquids.
