Stubborn Flaking scalp

Asked for Male, 21 Years

I am 21 y.o. male who is suffering from flaking scalp since childhood. Anti dandruff shampoo never helped. I tried a clinical shampoo containing 2% ketoconazole. It did not help. The flakes are so stubborn that it comes back as soon as my hairs get dry after shampooing. Am I having an allergy or what? Please help.
