My son is going to be 3 by this September but still now he hasn't spoken a single word. He says numbers but that's not clear at all. Please help me what to do with his speaking.

Consult a pediatrician and make sure that the following history
If the child has cried immediately after birth or not
If there is any history of neonatal seizures(fits in the first 28 days)
Any head injury
Look for any abnormal increase in the head size as compared to chest size
Any injury to head during these 3 years
Are you and your husband into a consanguinous marriage(marriage between close blood related cousins)..
Any history of severe fever or measles..during early neonatal period.
Was the delivery very difficult or did the child get admitted in neonatal intensive care unit for any reason,,immediately after birth..??

As a ENT surgeon I can tell you thatYou are consulting very late even if anyone child is not speaking at the age of three this means his milestone are very delayed the reason can be due to defect in tongue movement.
Other most common reasons are cerebral palsy.
Did your child is able to hear anything usually the child’s which are unable to hear are also unable to speak because hearing is most essential for speaking also.
Problems with the tongue can be managed very well with a good speech therapy if any other causes there that should be Elucidated for reaching a conclusive diagnosis and treatment can be guided further
