Sores on Penis head oozing clear liquid

Asked for Male, 30 Years

I have sores on Penis head with liquid discharge which keep on reoccuring. This is spreading on Penis head. Apart from this waxy and shiny skin on Penis head. Sometimes White discharge also deposits under the foreskin. I have been using antifungal cream surfaz sn but it is not getting treated. Also I have taken fluconazole tablets but it is not getting treated. Please help. I have tried various treatment and went to several doctor but it keeps coming back. Nothing has worked for me. Please guide...
