Yellow discoloration can be due to build up of smegma, a substance made of oils, dead skin cells ,sweat. It is harmless and can be removed by cleaning regularly with soap and water and gently scrubbing. However if pain, itching, redness, swelling, any one or more of these symptoms are present, consult a physician physically to assess for some infection. Always wear cotton undergarments,  which should not be very tight.
