Small tiny bumps

I'm 13 and I'm turning 14 on December 6, 2018. I had these pimples on my forehead ever since I hit puberty. I knew it was normal but something was wrong. They wouldn't leave! I use normal soaps and used other types of cleansers (FOR A SHORT WHILE) then went back to normal soaps but more redness came. My pimples can't be popped. No pus in it or whatsoever. Just bumps. I used olive oil and rinsed with hot water and it worked! But next 2 days the redness came BACK. Please help me! (I have dry skin)
